Managing a Rental in Paradise

Your address says Las Vegas. Your rulebook says Clark County.

Paradise is not a city. It is one of Clark County’s unincorporated towns, with a Town Advisory Board that advises the County Commission rather than governing in its own right — and it takes in the ground around the resort corridor, Harry Reid International Airport and UNLV. Post reaches it addressed “Las Vegas, NV”, which is precisely why owners get this wrong.

The distinction is not academic. It decides which department you deal with, whose code applies to your property, and — the one that costs people real money — what you are allowed to do with the property at all.

County, Not City

If your Paradise rental has a code complaint, a permit question or a licensing requirement, it goes to Clark County, not the City of Las Vegas. Owners who ring the city first lose a week finding that out. This is the mirror image of Henderson, which is a separately incorporated city with its own municipal rules; here the county is the municipal authority, and the advisory board is a forum, not a decision-maker.

Do Not Plan on a Short-Term Rental

Because Paradise surrounds the resort corridor, this is the submarket where owners most often assume the highest use of a property is nightly rather than monthly. In unincorporated Clark County that assumption does not survive contact with the licensing regime.

The county’s short-term rental application period closed on 21 August 2023, with late and incomplete applications not considered, and the county has continued reviewing and denying applications from that window rather than opening a new one. In practice that means you cannot obtain a new short-term rental license for a Paradise property today, and operating one without a license is an enforcement matter, not a grey area.

This area of county regulation has been unusually active and is being litigated, so treat any figure or deadline you read anywhere — including here — as needing confirmation with Clark County Business License before you plan around it. What is stable enough to plan on is the shape of it: the realistic route to income from a Paradise property is a well-screened long-term tenancy, and that is the thing we do.

Flight Paths Are Recorded Against the Land

Clark County zoning places Airport Environs Overlay districts around Harry Reid, and property near the airport can carry a recorded noise disclosure or an avigation easement — a recorded right for aircraft to pass through the airspace above, which runs with the land and passes to each new owner. If you own near the approach and departure paths, find out which of these your title carries; a conveyancer or title company can tell you.

For letting purposes the practical rule is simpler: say so in the listing. A tenant who signs without realizing and discovers the flight path in week one is a turnover, a bad review and a vacancy. A tenant who was told, and took the home anyway at a rent that reflected it, stays. Aircraft noise is not a defect you can manage away, so price and disclose it rather than hope.

A Lot of the Stock Is Condo, and That Changes the Job

Close to the resort corridor a large share of the rentable stock is condominium and high-rise rather than detached housing, and that shifts what management involves. The association governs the building, not just the landscaping: access control and guard gates, lift and loading-bay booking for move-in and move-out, assigned or permitted parking, and building rules your tenant is bound by even though they never signed the association’s documents.

Two consequences. Vendor visits need booking rather than turning up, so maintenance timelines run longer than they do on a detached home — worth setting expectations about. UNLV Sets a Second Calendar

Nearer the university the applicant pool includes students and university staff, and that brings its own rhythm: demand concentrates around the academic year rather than the summer family move, guarantors and co-signers appear far more often, and households are more likely to be unrelated adults sharing.

None of that is a problem, but it does mean the screening has to be done properly and identically for everyone. Pricing in a Submarket With No Single Comparable

A valley-wide average is close to meaningless for a Paradise property. A high-rise unit near the corridor, a mid-century home east of the airport and a student let by the campus are three different products with three different tenant pools.
